Mr David McGrath
Executive Lead, Mental Health Standards, Australian Commission on Safety and Quality in Health Care
David is a social policy consultant with extensive experience in mental health project and service delivery. An experienced board director, including for Odyssey House NSW and the Black Dog Institute, David contributed to the development of the Fifth National Mental Health and Suicide Prevention Plan, led a review into mental health services in the Northern Territory criminal justice system, and contributed to legislation supporting the establishment of the Mental Health Commission of NSW. He is a long-term advisor to the World Health Organization and a former Chief Operating Officer for the NSW Department of Premier and Cabinet.
Ms Carmel Tebbutt
Chief Executive Officer, Mental Health Coordinating Council
Carmel is CEO of the Mental Health Coordinating Council, the peak body for community managed mental health organisations in NSW, and a former NSW Deputy Premier and NSW Health Minister. She transitioned to the community sector after spending 17 years in the NSW Parliament, where she held a range of portfolios including Health, Education, Community Services, and the Environment. Carmel is committed to working for increased investment in the mental health system, the delivery of more community-based services and achieving better outcomes for people living with mental health conditions.
We will be joined by a consumer, peer worker, funder and service provider from a community managed organisation.
